What are JPG images and PDF documents?
A JPG, also called JPEG, is an image file. It normally contains a photograph, a scanned page, a drawing or other visual information. JPG files can be compressed, so they often provide a useful balance between clear image quality and a manageable file size.
PNG, WebP and HEIC are also image formats. They store pictures in different ways, but each file usually represents one image rather than a complete multi-page document.
A PDF is a document format that can contain one page or many pages. It can hold text, images and other page content while keeping the same general layout across different computers, phones and browsers. This makes PDF a common format for online applications and document sharing.
Why convert JPG images to PDF?
Separate images can become difficult to organize when you need to submit or share several pages. For example, an application may require photographs of an identity document, certificates, receipts or signed forms. Sending every page as a different image may also make it harder for the recipient to read them in the correct order.
A single PDF keeps those images together as one document. The first image becomes the first PDF page, the second image becomes the second page, and the remaining images follow in the order you choose.

How to convert JPG and other images to PDF for free
- Add your images. Choose or drop up to 50 JPG, JPEG, PNG, WebP or HEIC files. On a phone or tablet, you can select images from the device gallery or file browser.
- Check the page order. Drag images into position or use the up and down buttons. You can also rotate a page or remove an image before creating the PDF.
- Choose the page settings. Select A4, US Letter or a page fitted to each image. You can also choose the orientation, page margin and PDF filename.
- Enter a maximum file size. If an application accepts files only under a certain limit, enter that limit in KB or MB. The tool will reduce image quality and dimensions when needed to keep the PDF at or below the selected maximum when technically possible.
- Create and download the PDF. JPGPDF.cc prepares one combined PDF in your browser. When it is ready, use the download button to save it to your device.
What does the PDF file-size limit mean?
The number you enter is a maximum limit, not a request for an exact number of bytes. For example, if you choose 1 MB, the finished PDF may be 920 KB or 780 KB. The tool aims to keep it at or below 1 MB when that limit is technically possible.
Very small limits may not be possible for a large number of detailed pages. Strong compression can also make text or photographs less clear. If the selected limit cannot be reached, try fewer images, a larger limit or clearer source images that do not contain unnecessary background areas.
Is it safe to convert personal images?
JPGPDF.cc processes your selected images inside your web browser. The images are not uploaded to the JPGPDF.cc server, and the generated PDF is created locally on your device. This is especially helpful when working with identity documents, certificates and other private application files.
Your browser still needs enough memory to process the images. Large HEIC photographs or many high-resolution pages may take longer on an older phone. Keep the page open until the PDF is ready, then check the downloaded document before sending it with an important application.
